I can answer your last question.  Its the 10 people with the most friends points that hang out with each ally each day.  So all 10 people you see listed on the allies page under each ally are hanging out with them today.

For Out On Top, which is what you mean, you need to be top daily player in your season, I recommend a STUPID amount of preparation just for this, like enough silver elixers with the greassmonkeys team to take between 7-10 potions, depending on how much appetite you have, crank upto max and run aa-rank missions (yes this requires becoming sannin first) and about 400k ryo to throw at parties, this MIGHT get you in with a chance. I cant remember exactly how much I got on my run, though I did it on the same day I made sannin which made it a little easier, tho only do it this way if you can guarantee that you can make sannin of silver elixers alone, that way it maximises your stamina for aa-ranks, oh and save it for a 7 day bonus day, if you do the spar thing, get yourself to 49 spars the day before (do the 50th or multiple of on the day itself) and use up everything you can on stamina, but not ramen, youll need that and juice just for the appetite!

I have a question about 2 be a master.  Do you have to be one of the 3 top players of the moment or at dayroll and then after the dayroll you qualify?

well, you do your XP run, at dayroll when its calculated, you find out if youre in the top 3, if you are, then you can do 2 be a master, ive youve finished wasteland and have a storm favour, you can also use one of these instead of doing an XP run, but you can only do it once per season! :o)

It almost sounds like it's more work than it is worth it. Considering the only thing i actually understood was "Silver Potions"

It IS a lot of work to get it, and the effect of it isnt as good as it used to be but still, its a theme, and if you want bragging rights on numbers of themes you have, then this can put you over the edge as the longer you leave it, the harder it is to get it!

For example, there are 33 themes to get and I have 30 of them so far, im only missing to from the jackpot in the partyhouse and 1 from obtaining the spirit of the nine tailed fox. I really want to get all of them just to say ive got them!

So to recap, yeah its a lot of work but still, DO IT! DO IT NAO!

Well I just got 3002418 XP for today.  That should do it.  Of course, I won't know for sure until tomorrow.  I can't believe I got over 1 mil XP with missions, but I did have almost 1700 stamina for the day :)

Oh, and that was with a couple of glitches too.  I miscalculated and didn't get enough friend points to hang out with shorty (only 71K and 10th place for today was 74K) which cost me 130 stamina.  I, also, screwed up changing my teams which cost me a team change and meant I didn't have my pinky and stalker girl team when I did my mission grinding so I lost out on a little over 30 missions.  All in all, I think it went well though.
